water sampling station, contains a sink and a spigot. there are over 800 of these in nyc. water is tested on a daily basis to ensure drinking water complies with state and federal drinking water standards.

...duh, i just realized just now that that handle with the socket on it on one end, also opens this box with the other end of the handle.

This sampling station was opened today because of a traffic accident a few yards away on Canal Street. The accident involved an out-of-control dump truck striking the back of a parked Fung Wah bus which sent it spiraling around into a bank building, knocking down a fire hydrant in the process. Leaking fuel and antifreeze from the crash threatened to enter the broken hydrant and contaminate the water supply.
